I think that, first, protests will be ignored or ridiculed by those in power. Early protests should be directed at latent protesters—people who WOULD act but don’t have the courage to go first, and don’t know what actions to take.

These early protests might be nominally aimed at the climate destroying ultra wealthy fossil fuel profiteers. But only nominally. We want to provoke a response, but may not be there yet.
