I think this is true but the intent is unconscious. Managers and owners want people on site so they can control them. (They aren’t consciously thinking about making leisure scarce.) Their egos require it. Owners and presidents need to feel that workers can’t do anything right without them—that management is crucial.
Most of us are fully aware know from experience that doing our jobs effectively requires us to go around the interference by management. But this is something they will never understand.
