Kim Stanley Robinson is a genius. But his scenario of going through the system seems unrealistic today, for 2 reasons: 1) The climate collapse is appearing even faster than most scientists expected and 2) the wealthy people who control the levers of power are less open to compromise and more resistant to facing reality than most of us would have expected.

Our best chance for a steady battle to save the Earth from ecocide within the system ended in 2000 when the United States Supreme Court overruled the majority of American voters, blocking their choice climate activist Al Gore and installing an oil man as president. The world went steeply downhill after that. We are at Code Red and last call for humanity. We have no time left to play games with businessmen and politicians.
