They can. But people who want to kill will kill regardless.

And it’s harder to kill somebody for NOT doing something. Not going to work. Not paying taxes. Not waving a flag.

Protests are visible. NOT doing something is harder to detect.


In any case, forcing change is difficult but doable. The alternative is waiting for the whole planet to be murdered.
