Who decides? Every SANE person who is motivated by love decides. We decide to produce food, and shelter and medicine because that’s BIOLOGY. That’s REALITY. Nature and evolution has decided that. Nature and reality has decided we can’t use the entire planet as a “resource” to produce endless mountains of disposable crap, destroying every person, animal or other creature that gets in our way.
