We need to completely replace fossil fuels with clean energy. Then, even the building of cars wouldn't increase c02 emissions.

People will use whatever energy is available to them. Right now, it's mostly fossil fuels. If they were offered clean energy, that's what they'd use—without batting an eyelash.
