Yes. Choose! Not simply respond to external incentives. Which is why people can be good whether or not they believe in God.

You can be good because you recognize everyone's common humanity and are therefore inclined to be kind. OR you can be good because you think that will secure you a place in heaven. The former is, in my view, actually being good. The latter is a shallow, well, transaction and not motivated by genuine kindness.
